Phase I Cultural Resource Survey of the Proposed Rivertown Cellular Rawland Site in Douglas County, Georgia (GA-3024-B) - Revised

Abstract

Terranext was contracted by the Morrison Hershfield to perform a Phase I Cultural Resource Survey of the proposed Cellular Tower Location designated Rivertown (GA-3024-B) in Douglasville, Douglas County, Georgia. A pedestrian and vehicular reconnaissance survey of the proposed expansion area was conducted to determine the possible existence of cultural resources, including archaeological sites, historic buildings and other resources, and cemeteries. The survey was performed by Dustin Biddle, Viriginia Walgren and Bea Schrottner on November 9 and 21, 2003 and January 9, 2004. Bea Schrottner served as the supervisor of the project. The survey was completed in compliance with Georgia Historic Preservation Division guidelines. An original survey had been submitted in November 2003 and a SHPO letter had been obtained attesting to no adverse effects of the proposed cellular tower project on any resources in the APE. The original SHPO letter had been obtained for a tower height of 185 feet. The current survey is a re-submission due to an increase in tower height. Findings of the previous report are revised to reflect the new tower height and the APE has been expanded to 2.5 miles. Additional resources are described in the report. The proposed location for the cellular tower at the Rivertown Site is situated off 5902 Highway 166 in Douglasville, Georgia. The proposed tower is to be 350 feet in height and of lattice design. The site is depicted by the USGS 7.5 topographic quadrangle portions "Winston (primary), Rico, Campbellton and Palmetto, Georgia". Due to tower height and location, the Area of Potential Effect (APE)was set at 2.5 miles from the center of the leased tower parcel, which is located at: latitude 33°-37'-59.6" and longitude 84°-45'-58.8" (see Figure 1).
