Cultural Resource Survey and Testing, Morgan Road Proposed Transmission Line and Substation Site, Haralson County, Georgia

Abstract

on June 8, 1985, Robert S. Webb conducted a 100 percent coverage cultural resource survey of the proposed Oglethorpe Power Corporation Morgan Road transmission line corridor and substation site in Haralson County, Georgia. The survey was conducted for Oglethorpe Power Corporation and with the submission of this report, fulfills their requirements for compliance with Section 106 of the Historic Preservation Act of 1966 (Public Law 89-655; 80 STAT.915; 16 U.S.C. 470). A review of the state site files and the National Register of Historic Places revealed that no previously recorded cultural resources are located within the proposed impact zone. Surface survey and shovel testing revealed one subsurface prehistoric site (Site 3-1-1), one small stone mound (Site 3-1-2) thought to be related to agricultural clearing activity, and four isolated finds. Through intensive shovel testing at Site 3-1-1, it was determined that an intact cultural stratum is present with relatively little disturbance. The stratum contains lithic debitage dating to an unknown prehistoric culture period. Since such sites are rarely intact in this area, it is recommended that the site be preserved without impact. It is the opinion of the principal investigator that Site 3-1-1 is eligible for nomination to the National Register of Historic Places. Cultural clearance is recommended for all other resources in the project area.
