Abstract

Environmental Corporation of America (ECA) has completed an Archaeological Assessment for the federal undertaking at the subject site. The subject site includes a proposed approximate 50- foot long by 40-foot wide (15-meter by 12-meter) communications facility, an approximate 300-foot long by 30-foot wide (91-meter by 9-meter) access easement, and a 250-foot long by 30-foot wide (76-meter by 9-meter) utility easement. The proposed telecommunications facility would include a 300-foot (overall height) guyed-type communications structure, associated ground level support equipment, and three guy-wire easements measuring approximately 240 feet long by 30 feet wide (73-meter by 9-meter). The subject site is located on Highfalls Park Road (Lot#071 040, 3 Miles West of I-75), Milner, Lamar County, Georgia. This archaeological assessment was conducted in order to ascertain whether the proposed undertaking might directly or indirectly affect cultural resources, if any such resources exist. Through our review of available cultural records and databases, no previously recorded archaeological sites or archaeological survey reports were identified within a ¾-mile background research radius. During our fieldwork we discovered structural remains consisting of a brick pile located adjacent and to the west of the utility easement, but outside the APE for direct effects. During our archaeological survey, two shovel test pits (6 and 7) located in the proposed overhead utility easement contained three pieces of window pane glass and two non-diagnostic machine manufactured nails, likely associated with the structural remains. Based on the proposed site layout, no impact to the brick pile is expected. Additionally, Radio Georgia Inc. has agreed not to impact or disturb the brick pile during construction. Based on the GA Archaeological Council guidelines this discovery constitutes and archaeological site (Georgia Archaeological Site File #9LR58). However, based on the lack of research potential we do not believe this site is eligible for the NRHP. ECA believes that the proposed undertaking would have no effect on any historic or prehistoric archaeological resources that are listed in or eligible for listing in the National Register of Historic Places. Based on our findings related to archaeological resources, we recommend no further consultation under Section 106 Review of the National Historic Preservation Act for this proposed undertaking.
