Abstract

Environmental Corporation of America (ECA) has completed Section 106 Review Documentation, FCC Form 621, for our client, SBA 2012 TC Assets, LLC, concern telecommunications structure located at 3062 Springdale Road, Atlanta, Fulton County, Georgia. The APE for direct effects for this proposed project includes two lease areas, an approximately 21-foot long by 12-foot wide (6-meter by 4-meter) area and an approximately 9-foot long by 5- foot wide (3-meter by 2-meter) area, located within an existing fenced compound at approximately N 33° 40' 18.0" W 84° 24' 56.0" (UTM 16, 739613E, 3728750N). The existing compound is located on a parent tract that is currently utilized as a Hertz Car Rental garage and service center. During our background database research, we found no recorded archaeological sites and one archaeological survey project report (3240) located within the ¾-mile background research the existing compound and is an archaeological reassessment of project STP-002-6(52), Jackson County. ECA determined that no shovel test pits would be needed as the area is currently on a gravelcovered area within an existing fenced telecommunications compound. No archaeological or cultural materials were found and no other evidence of archaeological resources was observed during our site reconnaissance. Our site visit, research and analysis have revealed that, due to the aforementioned condition of the area of direct effect, any cultural-resource bearing soils that may have existed have likely been disrupted and/or destroyed. Therefore, it is our professional opinion that no archaeological Phase I field survey should be performed at this proposed project site at this time. We believe that the installation of the proposed lease areas will likely have no effect on archaeological resources eligible for listing on the NRHP.
