Phase I Archaeological Survey of the Proposed Perimeter Activity Center-ITS Upgrades & System Expansion/Congestion Reduction and Traffic, DeKalb and Fulton Counties, Georgia

Abstract

The following 20 intersections, and an additional northbound left‑turn lane at Peachtree Dunwoody Road at Hammond Drive, all located in DeKalb and Fulton Counties, have been identified by the Perimeter Community Improvement Districts (PCIDs), City of Brookhaven, City of Dunwoody, and City of Sandy Springs as high priority for Advanced Transportation Management System (ATMS) related upgrades that require ground disturbing activities.

The proposed project is to be funded by the Congestion Mitigation and Air Quality Improvement Program (CMAQ). The purpose of the project is to provide ATMS upgrades within the PCIDs in order to provide infrastructure to enhance the capabilities of the Perimeter Traffic Operations Program (PTOP), thus reducing delays and increasing efficiency. The ATMS upgrades will include a Traffic Control Center (TCC) located in the City of Dunwoody for the purposes of local monitoring and active management, signal equipment, intersection vehicle detection, and communication devices. The communication devices will include fiber optic interconnect cabling, Closed Circuit Television Cameras (CCTVs), and wireless arterial travel time devices. The intersections included as part of this project that require ground disturbing activities are listed below:

2. Ashford Dunwoody Road at Ashford Green

3. Ashford Dunwoody Road at Lake Hearn Drive

4. Ashford Dunwoody Road at Hammond Drive

5. Ashford Dunwoody Road at Ravinia Entrance

6. Ashford Dunwoody Road at Perimeter Center East

7. Ashford Dunwoody Road at Perimeter Center North

8. Hammond Dive at Perimeter Mall Entrance

9. Hammond Drive at Perimeter Center Parkway

10. Perimeter Center Parkway at MARTA Entrance

11. Peachtree Dunwoody Road at Northside Hospital

12. Peachtree Dunwoody Road at Concourse Parkway

13. Peachtree Dunwoody Road at Mt. Vernon Highway

14. Perimeter Center West at Mt. Vernon Highway

15. Perimeter Center West at MARTA

16. Glenridge Connector at Johnson Ferry Road

17. Glenridge Connector at I‑285 Eastbound Off Ramp

18. Glenridge Drive at Johnson Ferry Road

19. Hammond Drive at SR 400 Southbound Off Ramp

21. Peachtree Dunwoody Road at Hammond Drive

The ground disturbing activities include 6‑foot by 6‑foot, and 6‑foot by 40‑foot inductive loops, installed in the existing travel lane pavement, 4‑inch wireless detection devices, installed in the existing travel lane pavement, and 12‑inch diameter holes placed behind the existing sidewalk 260 feet after the stop bar, all within the existing right‑of‑way (ROW). The area of disturbance limits for conduit bores will be defined by a 3‑foot diameter hole on each corner of the intersection behind the existing sidewalk and within the existing ROW limits. All major corridor ROW widths vary from 75 feet to 150 feet.

The project will include installation or removal disturbances at each of the listed 21 intersections, all taking place within the existing ROW and varying between 50 to 500 feet from the center point of each intersection. The project parameters will be a median 200 feet from the center point of the intersection, extending upwards to 500 feet from the center point of the intersections where setback loop detection and communication equipment is recommended. Intersections not recommended for setback loop detection and communication equipment include: the intersection of Ashford Dunwoody Road at Lake Hearn Drive, Ashford Dunwoody Road at Hammond Drive, Ashford Dunwoody Road at Ravinia Entrance, Perimeter Center Parkway at MARTA Entrance, Peachtree Dunwoody Road at Northside Hospital, and Glenridge Connector at Johnson Ferry Road.

The area of disturbance limits for the additional northbound left‑turn lane at Peachtree Dunwoody Road at Hammond Drive will be defined along Peachtree Dunwoody Road 900 feet south of Hammond Drive and between 100 to 300 feet on all other approaches. The width will be defined between the existing curbs and within the existing ROW.

The scope of this project will be limited to signal and communication equipment upgrades, as well as the addition of a northbound left‑turn lane on Peachtree Dunwoody Road to meet local and state standards.
