Abstract

The Historic Preservation Division (HPD) has reviewed the Phase I Cultural Resources Survey of the Proposed Barnsley Gardens Development Site, Bartow County, Georgia dated November 3, 2003, along with your comments received on March l, 2004. Our comments are offered the assist the U.S. Army Corps of Engineers (COE) and its applicants in complying with the provisions of Section 106 of the National Historic Preservation Act.

Based on the information provided, HPD is generally in agreement with the comments of the COE regarding archaeology. We agree with the consultant, R. S. Webb & Associates, in their recommendation that Site 9BR1003 is not eligible for listing in the National Register of Historic Places (NRHP); however, we understand the Savannah District's recommendation for additional testing at this site, and defer to your comments on this issue.

We concur with the consultant that the Barnsley Gardens Historic District and the Archer Property are contributing resources to the Etowah Valley District, which is listed on the NRHP. However, the report did not provide enough information about the nature and exact location of the proposed new development to evaluate effects to these properties. We understand that there has already been considerable development surrounding these resources, and it would also be useful to know where this has already occurred. We request that the consultant provide an assessment of effects that includes this information, along with a description of the project and its effects to the Etowah Valley District as a whole.
