Abstract

The Georgia Power Company (GPC) is planning to build a new 115/25kV two feeder substation near the Buckhead community, outside the City of Madison in Morgan County, Georgia (Figures 1 and 2). In an effort to identify sensitive cultural resources in and around the project area and to assess any impact the project could have on those resources, GPC commissioned Brockington and Associates, Inc. to complete a due-diligence cultural resource investigation. The study area included an approximately five-acre tract comprising the substation construction footprint for archaeological field investigations and a windshield reconnaissance survey for historic architectural properties within one-quarter mile of the study tract boundary. A cultural resource literature review was completed for an area one-half mile around the proposed substation site. This letter report is for due-diligence informational purposes only, and does not meet Section 106 reporting requirements of the National Historic Preservation Act (NHPA).

No previously recorded National Register of Historic Places (NRHP) properties or archaeological sites are located within one-half mile of the Buckhead Substation study tract. The study tract is bounded on the south by the GPC Madison-Union Point 115 kV transmission line. This 12.9-mile transmission line segment was surveyed for archaeological resources in 1985 by Southeastern Archaeological Services (SAS), Inc. (Braley 1985). No other professional archaeological investigations have been completed within one-half mile of the study tract.
