Abstract

This report presents the results of a cultural resource assessment (CRA) for a proposed annex adjacent to the Eleventh Circuit Court of Appeals, housed in the Elbert P. Tuttle Federal Courthouse in downtown Atlanta. The CRA compiled by New South Associates under subcontract with BAT Associates was performed for the General Services Administration for the purpose of compliance with Section 106 of the National Historic Preservation Act. The study area consists of three properties occupying approximately two thirds of the city block bounded by Walton, Cone, Poplar and Fairlie streets within the Fairlie-Poplar NRHP (NRHP) District.

Information gathered for this CRA consisted of background research on the history and prehistory of the proposed annex site, as well as archeological reconnaissance and architectural survey. The archaeological reconnaissance determined that the parking lot at Cone and Poplar streets has the potential to contain archaeological deposits and full Phase I survey of the lot was recommended. The presence of basements in 70 Fairlie and 96 Poplar indicated that there was not potential for archaeological deposits in those locations and no additional archaeological study of the buildings was recommended. Architectural investigation revealed seventeen buildings within the project area and APE that are currently listed on the National Register of Historic Places and one building recommended eligible. Recommendations for the treatment of these buildings are provided in Chapter V of this CRA.
