Abstract

The project would improve accessibility for children walking and biking to the New Ball Ground Replacement, Joseph Knox, Holly Springs, Woodstock, Bascomb, and Carmel Elementary Schools in Cherokee County, Georgia (see Figure 1). Georgia code states that local jurisdictions, such as Cherokee County, may allow operation of bicycles on sidewalks by persons less than 12 years of age through local ordinance.

In the vicinity of the New Ball Ground Replacement Elementary School, the project would construct approximately 1,800 feet of new sidewalk along the north side of Coy M. Holcomb Street from Canton Highway to Old Canton Road (450 feet), along the east side of Old Canton Road from Coy M. Holcomb Street to the existing sidewalk at the school {840 feet), and to connect a gap along east Old Canton Road near the school (510 feet). In addition to the installation of the new sidewalk, two bike racks, school pedestrian signage, curb-and-gutter associated with the new sidewalk, and school zone signage with flashing signals would be installed where needed.

At Joseph Knox Elementary School, two bike racks would be installed, as well as approximately 40 feet of new sidewalk would be constructed in the northwest quadrant of the bus entrance at the intersection of Market Lane and River Bend Way. Additionally, 32 crosswalks with appropriate signage would be installed within the vicinity of the elementary school. The intersections of New Point Lane/Chestnut Drive at River Green Avenue, and Arcadia Park Drive/Central Park side entrance at River Green Avenue would be converted to a four-way stop with appropriate signage. The existing three-way stop control at the intersection of Racquet Drive and River Green Avenue would be converted to a side street stop control on Racquet Drive only. -All proposed sign posts would match the architectural style of the existing signposts.

At Holly Springs Elementary School, approximately 2,580 feet of new sidewalk would be constructed along the south side of Hickory Road from Carl Barrett Drive to the entrance of the school (1,070 feet), and along the north side of Hickory Road from the school parking lot to New Light Road (1,51 0 feet). Additionally, 170 feet of guardrail would be replaced along Hickory Road to accommodate the new sidewalk. Crosswalks at the intersection of Park Lane and Hickory Road, at the entrance to the school, and at the entrance to the school parking lot are also proposed, as well as two bike racks and pedestrian signage where appropriate. Contingent upon a Signal Warrant Study, a traffic signal with pedestrian features may be installed where the entrance of the elementary school connects with Hickory Road.

In the vicinity of Woodstock, Bascomb, and Carmel Elementary Schools, the project would install two bike racks at each school.

The total project length consists of approximately 4,420 linear feet of new sidewalk. Traffic would be maintained on the existing roadways during construction. All improvements would be accomplished entirely within the existing right-of-way (ROW) and would comply with the Americans with Disability Act (ADA) requirements and the Manual on Uniform Traffic Control Devices (MUTCD) guidelines.
