Abstract

Project STP00-0005-00(827), Carroll County, P.I. No. 0005827, would consist of intersection improvements at State Route (SR) 166 and Hays Mill Road in Carrollton (see Figures 1 and 2)). The proposed project would construct left and right turn lanes on Hays Mill Road and would upgrade the existing traffic signal to provide left-turn phasing. The existing Hays Mill Road typical section consists of one 12-foot travel lane in each direction with 2-foot paved shoulders. One right-turn lane and one shared through and left-turn lane are present on both Hays Mill Road approaches to the intersection with SR 166. The existing and proposed posted speed limits are 55 miles per hour (mph) on SR 166 and 35 mph on Hays Mill Road. The existing right-of-way (ROW) widths are approximately 360 to 390 feet along SR 166 and approximately 160 to 170 feet along Hays Mill Road. No additional ROW acquisition is anticipated. The project limits on SR 166 would extend a maximum of 460 feet west and 465 feet east of the intersection midpoint for construction access. The project limits on Hays Mill Road would extend approximately 500 feet south and 450 feet north of the intersection midpoint. The project length would be approximately 950 feet (.18 mile) on Hays Mill Road.
