Archaeological Assessment TCNS ID 27425 Proposed 250-Foot Self-supporting Lattice Telecommunications Structure (255-Foot overall with Appurtenances) Within A 75-Foot By 75-Foot Compound

Abstract

Environmental Corporation of America (ECA) has completed an Archaeological Assessment for the federal undertaking at the subject site. The subject site includes a proposed 75-foot by 75-foot compound and approximately 280-foot by 20-foot proposed access as shown on Attachment 12b. Clearing and grading would be required for construction of the proposed telecommunications compound and access. The facility would include a 250-Foot self-supporting lattice telecommunications structure (255-foot with appurtenances) and associated ground level support equipment. The facility is located on the parent tract of Westview Cemetery. The address of the parent tract is 1680 Westview Drive, SW, Atlanta, Fulton County, Georgia. The facility would be accessed through the parent tract via an existing dirt/gravel drive (see Attachment 14b).

This archaeological assessment was conducted in order to ascertain whether the proposed undertaking, on the project site, might directly or indirectly affect cultural resources, if any such resources exist. Through our review of available cultural records and databases one recorded archaeological site, 9FU198, on Westview Cemetery property that is now a landfill, and one archaeological report, Report No. 278, a survey for cultural resources in Orme, Peyton Forest, and Wilson Mill Parks.

The Georgia Archaeological Survey site form did not provide any information on Archaeological site 9FU198 other than its location. Archaeological Site 9FU198 was located approximately 1,500 feet east of this proposed project site in an area of the Westview Cemetery parent tract that was used as a landfill. The proposed facility would have no effect on Archaeological Site 9FU198.

Archaeological Report No. 278 surveyed for cultural resources in Orme, Peyton Forest and Wilson Mill Parks. The areas were found to be highly disturbed. Only Wilson Mill Parks is located on the map and outside the ¾ -mile APE.

Archeological research also revealed two additional sites (9FU83 and 9FU96) and three reports (3146, 3682, and 1537), which are outside of the ¾ mile APE.

ECA believes that the proposed undertaking would have no affect on any historic or prehistoric archaeological resources that are listed in or eligible for listing in the National Register of Historic Places. Therefore, for archaeological cultural resources, we recommend a finding of No Effect for the proposed undertaking.
