Environmental Corporation of America (ECA) has completed an Archaeological Assessment for the federal undertaking at the subject site. The subject site includes a proposed 60-foot by 60-foot compound within a 100-foot by 100-foot lease area and an approximate 80-foot by 20-foot proposed access. A majority of the subject site has been recently cleared and graded for the construction on the parent tract of the Risen Savior Lutheran Church. The proposed access will traverse from the church lot that is currently under construction as shown on Attachment 12b. Clearing and grading would be necessary for only a small portion of the proposed compound (the southeastern edge). The proposed facility would include a 195-foot stealth lightpole telecommunications structure (195-feet with appurtenances) and associated ground level support equipment. The facility will be located at 1755 Quacco Road, Pooler, Chatham County, Georgia.
This archaeological assessment was conducted in order to ascertain whether the proposed undertaking, on the project site, might directly or indirectly affect cultural resources, if any such resources exist. Through our review of available cultural records and databases one recorded archaeological site (9CH688, Savannah-Ogeechee Canal) and one archaeological report (1566) were identified within our 3/4-mile APE search radius.
Archaeological Site 9CH688, Savannah-Ogeechee Canal, is located 1,800 feet south of this proposed project site and has been listed in the National Register of Historic Places. The portion of the Savannah-Ogeechee Canal that crosses Quacco Road near the subject site contains little water and is overgrown with vegetation. Due to distance and intervening vegetation, the proposed telecommunications structure would not be visible from the Savannah-Ogeechee Canal. Therefore, the proposed facility would have no visual or direct effect on the Savannah-Ogeechee Canal.
The survey area for archaeological Report 1566 begins north of the subject site and extends well outside of the %-mile search radius. No archaeological sites were identified within the 3/4-mile search radius of this proposed project during the course of the archaeological survey for Report 1566 (sites were identified well north of the subject site). Additionally, no cultural materials were found during the course of the Phase I intensive field survey portion of this archaeological assessment.
We conclude that the proposed undertaking would have no affect on any historic or prehistoric archaeological resources that are listed in or eligible for listing in the National Register of Historic Places. Therefore, for archaeological cultural resources, we recommend a finding of No Effect for the proposed undertaking.
