Environmental Corporation of America (ECA) has completed Section 106 Review documentation, FCC Form 620, for our client, Southeast Towers, LLC concerning their proposed ATL 998 - 'Lithonia Industrial' site. ECA's report assesses a federal undertaking at the subject site where Southeast Towers, LLC proposes to construct a 199-foot monopole telecommunications structure and place associated ground level support equipment within an 80- foot by 80-foot fenced compound. The proposed construction site is located at 2211 Lithonia Industrial Blvd near Lithonia in DeKalb County, Georgia.
Our document search of the Georgia Archaeological Site File (GASF) records included a ¾-mile background search radius that revealed one archaeological survey corridor partially located within a ¾ -mile radius of the subject site. An Archaeological and Botanical Survey, Proposed Pole Bridge Creek Component, Upper Yellow River Wastewater Facilities Plan, DeKalb County, Georgia dated August 29, 1978 surveyed a corridor area measuring approximately 12-miles. This survey identified no archaeological sites within a %-mile radius of the subject site.
ECA's site visit, research and analysis has revealed that substantial disturbance of the top soils occurred on the proposed project site when the surrounding area was originally commercially developed. Currently part of the proposed compound area is covered in asphalt. ECA believes that any cultural-resource bearing soils at the subject site, if any cultural artifacts existed there, have been destroyed and/or disturbed and have lost their provenance.
Therefore, it is my professional opinion that no archaeological field survey should be performed at the project site at this time. The likelihood of the construction of this proposed facility effecting archaeological resources is remote.
