Abstract

The proposed project would provide upgraded pedestrian facilities by upgrading or adding new sidewalk along both sides of SR 13/Buford Highway, adding a raised median from 700 feet northeast of Afton Lane to Shallowford Terrace, adding pedestrian refuge islands with pedestrian hybrid beacons, upgrading handicap ramps to meet Americans with Disabilities Act (ADA) standards, and adding pedestrian lighting. In areas where sidewalk does not currently exist or is in poor condition, five-foot sidewalks would be constructed. A two-foot stamped concrete strip would be added between the curb and sidewalk where possible. The limits of the project have been extended approximately 338 feet north of the previous project limits for a total of 2.558 miles (previously 2.494 mi.). The proposed project area was previously investigated under GDOT PI 0004640 in 2006 (R.S Webb 2006) and no archaeological resources were located. In 2012, changes to the project (ROW) and easements were added and the project was split into two phases. Phase I (GDOT 2013a), extending from Lenox Road in Fulton County to approximately 700-feet northeast of Afton Lane in DeKalb County, was surveyed by GDOT archaeologists in 2013 under PI 731770. The proposed project area encompasses Phase II of this divided survey area, extending 700 m northeast of Afton Lane to the intersection of Buford Highway and Shallowford Terrace. The changes in project ROW and easements warranted the necessity of a resurvey of the previously studied area and newly designated design changes.
