Cultural Resources Survey of Development Properties Within the Honey Creek Watershed

Abstract

In July and August 1988, Robert S. Webb conducted an intensive coverage cultural resource survey of approximately 465 hectares (1150 acres) in DeKalb and Rockdale Counties, Georgia for Law Environmental, Inc. The project area is destined to become a mall and development site. Since the project will modify wetlands associated with Honey Creek and its feeders, a Corps of Engineers 404 permit is required. The permit dictates compliance with Section 106 of the Historic Preservation Act of 1966 (Public Law 89-665; 80 STAT.915; 16 U.S.C. 470) as amended. A review of the state site files and the National Register of Historic Places revealed no previously recorded sites within the survey area. A review of historic maps and aerial photographs revealed 24 pre-1940 structural sites, 9 possible pre-1940 "old house" clearings and 1 historic cemetery within the project area. The cemetery and 16 of the pre-1940 structures were relocated during the survey. Because of inaccessibility, only 14 are discussed in this report. None of the accessible "old house" clearings yielded sites. Most were found to be granite outcrops. Background research, surface survey and shovel testing resulted in the discovery of 55 sites and 19 isolated finds ranging from Archaic period lithic scatters to early 20th century house sites. It is recommended that 2 sites (LE-3-26 and LE-3-42) be investigated in more detail, 1 site be avoided (LE-3-29) and the cemetery (LE-3-44) be avoided and protected. Cultural clearance is recommended for the remaining sites.
