Abstract

Environmental Corporation of America’s (ECA) client, Georgia Power Company, is proposing to construct a communications facility as described in the following FCC Form 620, New Tower (NT) Submission Packet. ECA understands that Georgia Power Company plans to construct a 380-foot overall height guyed-type communications structure within an 8-foot by 8-foot (2-meter by 2-meter) tower site area. The proposed undertaking will also include three 126-feet long by 20-feet wide (38-meter by 6-meter) guy wire corridors.

ECA has identified and evaluated Historic Properties, if any, within the Area of Potential Effect (APE) for visual and direct effects as directed in Section VI.D.1 and 2 of the Nationwide Programmatic Agreement, effective on March 7, 2005. We have found one property (Stallings Island) listed on the National Register of Historic Places (NRHP) within the APE for visual effects, but outside the APE for direct effects. Stallings Island is also listed as a National Historic Landmark.

Based on our review of the files at the Georgia Historic Preservation Office (GA HPD) and Georgia’s Natural, Archaeological, and Historic Resources Geographical Information System (GNAHRGIS), we identified five historic resources (Stevens Creek Hydroelectric Facility, GNAHRGIS ID 249714/Cb-3/Stallings Island, Cb-2/Clarks Grove Baptist Church, GNAHRGIS ID 4747/Cb-4, GNAHRGIS ID 4748/Cb-5) inside the ¾-mile APE for visual effects. GNAHRGIS ID 249714/Cb-3/Stallings Island, Cb-2/Clarks Grove Baptist Church, GNAHRGIS ID 4747/Cb4, and GNAHRGIS ID 4748/Cb-5 were also identified in the Historic Resources Survey Files. Stevens Creek Hydroelectric Facility was also identified in the Site ID Files. No historic resources were identified in the Environmental Review Files or in the Centennial Farm Files within the ¾-mile APE for visual effects.

Research was conducted on the South Carolina Department of Archives and History online database ArchSite. No historic resources were identified within the ½-mile APE for visual effects.

An Archaeological Assessment was conducted within the APE for direct effects. During our database research, we found one previously recorded archaeological site (9CB1) and one survey report (3183) within our standard 1-mile background research radius, but outside the APE for direct effects within the state of Georgia. We found ten previously recorded archaeological sites (38ED5, 38ED7, 38ED8, 38ED9, 38ED53, 38ED54, 38ED55, 38ED295, 38ED438, and 38ED439) and no survey reports within our standard 1-mile background research radius, but outside the APE for direct effects within the State of South Carolina. During our fieldwork, we uncovered no archaeological sites (see Attachment E-1c). Based on our findings, we recommend no further consultation under Section 106 Review of the National Historic Preservation Act for this proposed undertaking.
