Abstract

I refer to Department of the Army Permit Application No. 200601208, concerning the proposed archaeological testing and subsequent possible restoration of two locks (Nos. 3 and 5) and associated turning basins that are part of the historic 19th century Savannah and Ogeechee Canal, a property listed on the National Register of Historic Places, connecting the Ogeechee and Savannah rivers, in Chatham County, Georgia. I also refer to the document entitled “Research Design and Methodology: Phase II Archaeological testing, Lock No. 5 and Lock No. 3, Savannah-Ogeechee Canal,” dated 2006. The report was prepared for the Savannah-Ogeechee Canal Society by Dr. Mark Newell, of the Georgia Archaeological Institute, Augusta, Georgia.

Dr. Newell has submitted the referenced research design to our Regulatory Branch for review, in anticipation that the efforts he has proposed on behalf of the Savannah-Ogeechee Canal Society may require authorization or permitting by the U.S. Army Corps of Engineers under section 404 of the Clean Water Act. We have enclosed a copy of Dr. Newell’s proposed research design and methodology.
