Environmental Corporation of America’s (ECA) client, Georgia Power Company, is proposing to construct a communications facility as described in the following FCC Form 620, New Tower (NT) Submission Packet. ECA understands that Georgia Power Company plans to construct a 103-foot overall height monopole communications structure within a 12-foot by 12-foot (4-meter by 4-meter) monopole site area. The proposed communications structure would be used to support a 2-foot diameter unlicensed microwave dish antenna. Associated equipment would be installed in an enclosure at the base of the pole. No special roads or drives will be constructed for this pole. The proposed structure would be located adjacent to a Georgia Power Company operating facility.
ECA has identified and evaluated Historic Properties, if any, within the Area of Potential Effect (APE) for visual and direct effects as directed in Section VI.D.1 and 2 of the Nationwide Programmatic Agreement, effective on March 7, 2005. We have found no Historic Properties listed in the National Register of Historic Places (NRHP) within either APE.
Based on our review of the files at the Georgia Historic Preservation Office (GA HPD) and the GNAHRGIS online database, one historic resource (60259) was identified within the ½-mile APE for visual effects but outside the APE for direct effects. No additional resources were identified within the ½-mile APE for visual effects in the Environmental Review Files, Site ID Files, or in the Centennial Farm Files.
GNAHRGIS Resource ID 60259 was located approximately 1,400 feet (426 meters) northeast of the proposed undertaking. Based on ECA’s site visit, we believe this historic resource has been destroyed. Therefore, ECA believes that the proposed undertaking would have no effect on GNAHRGIS Resource ID 60259.
An Archaeological Assessment was conducted within the APE for direct effects. During the database research, two previously recorded archaeological sites (9TI41 and 9TI43) and two survey reports (889 and 3126) were identified within our standard 1-mile background research radius, but outside the APE for direct effects. During the course of the field survey portion of this archaeological assessment, no archaeological cultural resources were encountered. During our fieldwork, we uncovered no archaeological sites (see Attachment E-1c). Based on our findings, we recommend no further consultation under Section 106 Review of the National Historic Preservation Act for this proposed undertaking.
Based on this documentation, prepared in accordance with the Nationwide Programmatic Agreement effective March 7, 2005, ECA believes that this proposed facility would have no effect on any Historic Properties identified in accordance with the NPA. Therefore, we recommend a finding of "No Effect" for the proposed undertaking.
