Updated Project Description for Special Studies Addenda (Second Addendum for Archaeology) and CE Reevaluation (updated based upon 03/01/16 FFPR plans, reviewed by design 04/11/16):
The proposed project is located along Glenwood Road in DeKalb County from approximately 815 feet east of State Route (SR) 155/Candler Road to United States (US) 278/SR 12/Covington Highway. The gross project length is approximately 3.99 miles, with .29 miles of exception at the Interstate (I-) 285 interchange project, for a net project length of 3.70 miles. PI No. 0002415 and PI No. 0010636 would extend from approximately 815 feet east of SR 155/Candler Road to 50 feet east of County Road (CR) 5197/Columbia Drive for a length of 1.93 miles. PI No. 0010176 would extend from CR 5197/Columbia Drive to US 278/SR 12/Covington Highway for a length of approximately 2.08 miles.
The project would consist of improving pedestrian access along Glenwood Road by adding new sidewalks or improving existing sidewalks along the corridor. Wheelchair ramps at driveways and intersections would be added; ramps would be compliant with the Americans with Disabilities Act (ADA) to the maximum extent feasible. The proposed typical section would be a 10-foot to 16-foot urban shoulder, including 2-foot stamped concrete buffer and 5-foot sidewalk behind existing or proposed 24-inch curb and gutter or 6-foot sidewalk behind existing or proposed 24-inch curb and gutter. It is expected that the majority of the existing curb would be replaced. Retaining walls would also be used at a number of locations along the project length. The proposed speed limit for Glenwood Road would remain 40 mph and the proposed right-of-way (ROW) would vary from 65 to 95 feet.
Project Changes: The project limits for PI 0002415 and PI 0010636 were extended by approximately 85 feet to the west and 92 feet to the east to allow for equipment staging; the construction limits have not changed. The western terminus is within the initial special studies and CE coverage area for PI 0002415. The eastern terminus for PI 0002415 and PI 0010636 is within the initial PI 0002415 coverage area that is now within the limits of PI 0010176. There have been no changes to PI No. 0010176, from CR 5197/Columbia Drive to US 278/SR 12/Covington Highway. For PI No. 0002415 and PI No. 0010636, from SR 155/Candler Road to CR 5197/Columbia Drive, some areas of ROW and easements have been reduced or eliminated as a result of property owner negotiations. One new driveway easement was added as a result of the ROW negotiations; this additional easement is on the south side of Glenwood Road across from Glenvale Place.
