Phase I Archaeological Survey of the Proposed Early Acquisition Parcel for I-85/McGinnis Ferry New Interchange, Gwinnett County, Georgia

Abstract

Early acquisition parcels, as they pertain to Federal Highway Administration (FHWA) projects, are sections of land that lie within proposed Right-of-Way (ROW). These parcels are acquired "early" or prior to project scoping to ensure that the parcel is available when the propose project enters design. This is the case for the proposed early acquisition of parcel R7152 007, which lies within required ROW of the proposed 1-85/McGinnis Ferry Interchange. Since FHWA funds are involved in the overall proposed project, Section 106 is required and an archaeological survey necessary. However, survey for the parcel does not cover the remainder of the 1-85/McGinnis Ferry Interchange. The proposed new interchange at 1-85 and McGinnis Ferry Road serves trips to/from multiple jurisdictions including Gwinnett, Hall, Fulton, DeKalb and Forsyth Counties. This new interchange will provide access to existing development within the area and result in an important freight corridor between 1-85 and Georgia 400 where an interchange at McGinnis Ferry Road is planned. 1-85 North is included on GDOT's official Freight Corridor Network and therefore designated as a key strategic highway route that handles the flow of freight to and from locations in Georgia. The proposed project would also relieve the highly congested interchange at Lawrenceville Suwanee Road, which has no apparent reasonable or cost effective solution.
