Environmental Corporation of America’s (ECA) client, Mobilitie, LLC, is proposing to construct a pole as described in the following FCC Form 620, New Tower (NT) Submission Packet. ECA understands that Mobilitie, LLC plans to construct a 123-foot overall height pole within a 10-foot by 10-foot (3-meter by 3-meter) area.
ECA has identified and evaluated Historic Properties, if any, within the Area of Potential Effect (APE) for visual and direct effects as directed in Section VI.D.1 and 2 of the Nationwide Programmatic Agreement, effective on March 7, 2005. We found no historic properties listed in the National Register of Historic Properties (NRHP) within the ½-mile APE for visual effects or APE for direct effects.
ECA researched the files at the Georgia Historic Preservation Division (GAHPD) on January 23 & 27, 2017. Two historic resources (FO-OO-031 & FO-OO-032) were identified during ECA’s review of the Historic Resources Survey Files. No additional resources were identified in the National Register Files, Identified Site Files, Centennial Farms Files, or Environmental Review Files. In addition to these file sets, the University of Georgia’s Natural, Archaeological, and Historic Resource Geographic Information System (NAHRGIS) was also reviewed and we identified no additional historic resources within the ½-mile APE for visual effects. Resource FO-OO-031 has been destroyed and resource FO-OO-032 has been destroyed or heavily modified beyond its original form and would no longer be eligible for inclusion in the NRHP. As a result, no Historic Properties would be affected by the proposed project.
An Archaeological Assessment was conducted within the APE for direct effects. Through our review of available cultural records and databases, we found three previously recorded archaeological sites (9CN43, 9CN44, & 9CN49) and seven previously recorded archaeological surveys (1147, 1619, 6525, 6526, 6527, 6553, 7810) within our standard 1-mile background research radius, though outside the APE for direct effects. During the course of the field survey portion of this archaeological assessment, no archaeological cultural resources were encountered.
Based on our findings, we recommend no further consultation under Section 106 Review of the National Historic Preservation Act for this proposed undertaking. Based on this documentation, prepared in accordance with the Nationwide Programmatic Agreement effective March 7, 2005, ECA believes that this proposed facility would have no effect on any Historic Properties identified in accordance with the NPA. Therefore, we recommend a finding of "No Effect" for the proposed undertaking.
