Abstract

Environmental Corporation of America’s (ECA) client, Mobilitie, LLC, is proposing to construct a pole as described in the following FCC Form 620, New Tower (NT) Submission Packet. ECA understands that Mobilitie, LLC plans to construct a 120-foot overall height pole within a 10-foot by 10-foot (3-meter by 3-meter) area.

ECA has identified and evaluated Historic Properties, if any, within the Area of Potential Effect (APE) for visual and direct effects as directed in Section VI.D.1 and 2 of the Nationwide Programmatic Agreement, effective on March 7, 2005. We have found no properties listed or eligible for listing in the National Register of Historic Places (NRHP) within either APE.

Based on our review of the files at Georgia Historic Preservation Office (GA HPD), we identified three historic resources (FU-382, FU-383, and FU-388,) within the ½-mile APE for visual effects but outside of the APE for direct effects. The University of Georgia’s Natural, Archaeological, and Historic Resources Geographical Information System (GNAHRGIS) also identified the same three historic resources (GNARGIS 31671, GNARGIS 31672, and GNARGIS 31667,) within a ½-mile APE for visual effects but outside of the APE for direct effects.

FU-382 (GNARGIS 31671) was located at 6010 Old National Highway, Atlanta, Fulton County, Georgia approximately 1,200 feet (367 meters) northwest of the proposed facility at its closest point. During ECA’s site visit, we discovered that this resource has been demolished.

FU-383 (GNARGIS 31672) was located at 5940 Old National Highway, Atlanta, Fulton County, Georgia approximately 1,900 feet (579 meters) northwest of the proposed facility at its closest point. During ECA’s site visit, we discovered that this resource has been demolished.

FU-388 (GNARGIS 31667) is located at 2371 Flat Shoals Road, Atlanta, Fulton County, Georgia approximately 150 feet (46 meters) northwest of the proposed facility at its closest point. We believe that the proposed pole will be visible from the resource. However, there is a large monopole telecommunications structure approximately 400 feet (123 meters) southwest of the proposed undertaking. In addition, this resource is adjacent to an Advanced Auto Parts and across the street from a Walgreens and lacks the integrity of setting. Therefore, we believe the proposed undertaking would have no effect on FU-388 (GNARGIS 31667). A current photograph of the resource, and viewback toward the proposed facility are included in Attachment B-1b/c. An Archaeological Assessment was conducted within the APE for direct effects. During database research, three previously identified archaeological sites (9CN234, 9FU559, 9FU560) and six archaeological surveys (171, 1671, 2098, 6057, 6255, and 8679) were found within our standard 1-mile background research radius, but outside the APE for direct effects. During our fieldwork, we uncovered no archaeological cultural artifacts (see Attachment E-1c). Based on our findings, we recommend no further consultation under Section 106 Review of the National Historic Preservation Act for this proposed undertaking. Based on this documentation, prepared in accordance with the Nationwide Programmatic Agreement effective March 7, 2005, ECA believes that this proposed facility would have no effect on any Historic Properties identified in accordance with the NPA. Therefore, we recommend a finding of "No Effect" for the proposed undertaking.

We are submitting this letter on behalf of Mobilitie, LLC to seek concurrence with this finding and to comply with Federal Communications Commission (FCC) requirements as identified in 47 CFR 1.1307.
