GDOT Project P.I. # M005056; Resurfacing of State Route 10, Oglethorpe County; Determination of No Potential to Cause Effects

Abstract

The proposed project consists of maintenance and improvements along a 17.70 mile section of State Route (SR) 10 in Oglethorpe County, Georgia starting at the Clarke County Line to the Wilkes County Line. Work would include milling, patching, resurfacing, striping, and raised pavement markers with four foot shoulder filling. Originally, the project also include curb cuts (installation of the handicapped- accessible ramps), but since that time, the curb cuts have been removed from the project description. All work would take place within existing right-of-way with no work proposed beyond five feet of the existing edge of pavement. Work on all bridges with concrete decks will be limited to restriping.

This project would constitute an undertaking as defined in 36 CFR 800.16(y); however, the implementation of this undertaking does not have the potential to cause effects to historic properties as defined in 36 CFR 800.16(i). Because of the nature and scope of the proposed project, no potential to alter "the characteristics of a historic property qualifying it for inclusion in or eligibility for the National Register" exists. The scope of this project is included within the Memorandum of Understanding between the HPD, GDOT, and FHWA for Minor Highway Projects. Because these activities all take place within existing right-of-way, this project does not have the potential to cause effects to any eligible cultural resources (historic structures and/or archaeological sites). No potential for adverse visual effects exists.

Therefore, in accordance with 36 CFR 800.3(1) there is a finding of no potential to cause effects for this proposed project. This finding fulfills the Department's obligations under Section 106 of the National Historic Preservation Act.
