PHASE I CULTURAL RESOURCES SURVEY SABEN SF TATUM ROAD DEVELOPMENT TRACT FULTON COUNTY, GEORGIA

Abstract

During portions of May, June, August, and September 2016, R.S. Webb & Associates conducted a cultural resources literature review and a Phase I cultural resources field survey of the proposed Saben SF Tatum Road development tract in Fulton County, Georgia. This work was performed under contract with Shugart Farms lndustrial3A, LLC of Palmetto, Georgia. The study area includes an 88-hectare (217-acre) tract of land and a possible road improvement corridor along Tatum Road. A Phase I cultural resources survey was necessary for this project due to Clean Water Act permitting, which requires compliance with the

National Historic Preservation Act (NHPA).

Based on the information reviewed during the current study, no NRHP-listed properties, state-recognized historic structures, or known archeological sites are recorded within or adjacent to the

project area. One isolated prehistoric artifact find, three modern structures, and two mixed modern/historic structure complexes were recorded in the project area during the current survey. These resources are considered ineligible for the NRHP under all criteria. No historic structures/resources were observed within the project APE for indirect impacts; one historic structure is within the viewshed along Tatum Road but will not be affected by the project. Based on the survey results, the proposed undertaking will have no effect on NRHP-listed or eligible resources and no additional cultural resources work is recommended for this project.

The project area includes an 88-hectare (217-acre) development tract and a possible road improvement corridor along Tatum Road, located approximately 2 kilometers (km) east of Palmetto, Fulton County, Georgia (Figure 1.1 ). The development tract is bounded to the west by Tatum Road, to the south by Johnson Road, and to the east and north by relatively undeveloped land. A Georgia Power transmission line easement traverses the southeastern portion of the project area. The possible road improvement corridor includes 15 meter(m)-wide corridors along each side of Tatum Road. The road corridor is approximately 1,430 m in length and extends from Johnson Road to Bowen Road. The proposed undertaking involves the construction of two single-story warehouses, truck courts, employee parking, trailer storage, and detention/water quality ponds (Figure 1.2). To accommodate truck traffic, the project may require the improvement of Tatum Road by no more than 15m on either side of the existing road.

The isolated find, the three modern structures, and the two mixed modern/historic structure complexes recorded during the current study do not appear to meet any of the NRHP eligibility criteria. Based on the literature review and field survey results, no additional cultural resources investigations are recommended for these resources or the current undertaking
