Second Addendum to Phase I Archaeological Survey of Semmes Street Improvement Project, Fulton Coutny, Georgia

Abstract

The proposed project would provide new Americans with Disabilities Act (ADA) compliant sidewalks, on-street parking improvements in limited areas, new curb and gutter, and landscaping along Semmes Street from just south of Washington Road to Norman Berry Drive in East Point, Fulton County, Georgia. The total project length is approximately 3,752 feet ( .70 mile) (see Figure I, Project Location). The proposed typical section consists of two 11-foot wide traffic lanes (one lane in each direction), 4-foot bicycle lanes on either side of Semmes Street, a limited 8-foot parking lane along the southbound side of Semmes Street, a 5.5-foot monolithic header curb I sidewalk with ADA compliant sidewalk ramps, and a 1-foot grass shoulder. The proposed design speed for Semmes Street would be 35 miles per hour (MPH). Approximately 1,692.06 square feet (.04 acre) of right-of-way (ROW) would be required from Semmes Street for project construction. In addition, approximately 2,045.20 square feet (.05 acre) of driveway easement and 13,241.16 square feet (.3 acre) of permanent easement would be required.

Sidewalk width was reduced in multiple locations in order to eliminate or reduce required ROW and/or easement. In addition, curb extensions were added at various locations to eliminate ROW and/or easement, to shorten pedestrian crossings, and to provide additional space for Americans with Disabilities (ADA) compliant ramp. Finally, at the SW comer of the intersection of Semmes Street and Montrose Drive, a raised island will be added to provide pedestrian refuge due to the width of the roadway.

Originally the Area of Potential Effect (APE) followed the existing ROW, however, ROW negotiations necessitated the removal of Parcels 33, 37, 40, and 48. The only minor acquisition addition was the addition of Parcel 54, equating in an additional 234.83 square feet added to previous survey for a driveway easement. With the addition of Parcel 54, an addendum was deemed necessary and a Phase I archaeological survey was conducted.
