Addendum Phase I Archaeological Survey of Proposed Intersection Improvements, SR 38/US 84/Oglethorpe Highway at CR 73/Old Sunbury Road and CR 75/Old Hines Road in Flemington, Liberty County, Georgia

Abstract

The proposed project would take place on State Route (SR) 38/US 84/0glethorpe

Highway in Flemington, GA approximately 2 miles east of Hinesville. The existing typical section for SR 38/US 84/0glethorpe Highway consists of four 12-foot travel lanes, two in each direction, with a 14-foot flushed median, 1 0-foot grassed shoulders, adjacent to curb and gutter urban travel lanes. The existing right-of-way (ROW) is 120 feet along the centerline of the roadway for SR 38/US 84/0glethorpe Highway. SR 38/US 84/0glethorpe Highway intersects with CR 75/0ld Hines Road and CR 73/0ld Sunbury Road. The existing typical section of CR 73/0ld Sunbury Road consists of two 12-foot travel lanes, one in each direction with 2-foot to 6-foot paved shoulders and subtle swales and side ditches accommodating drainage. The existing ROW is 70 feet along the centerline of the CR 73/0ld Sunbury Road roadway. The existing typical section of CR 75/0ld Hines Road consists of two 11-foot lanes, one in each direction, with 4-foot grassed shoulders, subtle rural swales, and side ditches accommodating drainage. The existing ROW is 60 feet along the centerline of the CR 75/0ld Hines Road roadway.

Project Changes: Since the original project survey in 2016, the northern project limits on CR 73/0ld Sunbury Road were extended approximately 200ft and required ROW limits were refined throughout the corridor. The project limits on Old Hines Road were reduced by approximately 195 feet. The current project description is as follows: The project proposes to modify SR 38/US84 and the following intersections: SR 38/US 84 at Old Hines Road; Old Sunbury Road at SR 38/US 84; and Old Sunbury Road at Old Hines Road.

State Route 38/US 84 would be reconstructed to include a left turn lane and new traffic signal at the realigned Old Sunbury Road intersection. The proposed typical section on SR 38/US 84 would consist of

four 12-foot travel lanes (two in each direction) with a 20-foot raised median, 16-foot shoulders with 5-foot sidewalks on both the north and south sides of the roadway, and curb and gutter. Approximately 30 feet of additional ROW is proposed, for a total ROW width of 150 feet. The posted speed limit is 45 miles per hour (mph) along the SR 38/US 84 in the project corridor. The project would extend about 0.4 mile on the state route. The continuous flow lane is no longer part of the proposed project.

The intersection of Old Hines Road with SR 38/US 84 would be eliminated. The remaining section of Old Hines Road would be reconstructed to end at Old Sunbury Road west and slightly north of the exiting Old Sunbury Road intersection. It would consist of two, 12-foot travel lanes (one in each direction), 11-foot shoulders, 5-foot sidewalk on both sides of the roadway, and curb and gutter. The project limits on Old Hines Road would be approximately 0.03 mile, ending approximately 443 feet east of the existing intersection with existing Old Sunbury Road. More detailed design required less distance to tie in to Old Hines Road and resulted in a 192 foot reduction in the project limits on the roadway. Required ROW that would total about 140 feet along Old Hines Road. The posted speed limit is 35 mph. The speed limit would be unchanged.

Old Sunbury Road would be realigned to provide the only intersection with SR 38/US 84 in the town center of Flemington, Georgia. The proposed typical section for Old Sunbury Road would consist of two, 12-foot travel lanes (one in each direction), 11-foot shoulders, 5-foot sidewalk on both sides of the roadway, and curb and gutter. The project length on Old Sunbury Road would be about 0.13 mile, ending approximately 775 feet north of the existing intersection with Old Hines Road; an increase of 200 feet along Old Sunbury Road to allow for the superelevation transition. The remnants of Old Sunbury Road would become a right in/right out access drive for the businesses located in that area. It is proposed to require ROW that would total about 140 feet along the roadway. The posted speed limit is 25 mph along Old Sunbury Road. The speed limit on Old Sunbury Road would be increased to 35 mph.

Culverts, storm drain pipes, and longitudinal pipes in urbanized sections with catch basins and other storm drain structures would be replaced or extended at all three streets as needed and in compliance with MS4 permitting. No offsite detours are proposed.
