Abstract

Environmental Corporation of America’s (ECA) client, Mobilitie, LLC, is proposing to construct a pole as described in the following FCC Form 620, New Tower (NT) Submission Packet. ECA understands that Mobilitie, LLC plans to construct a 123-foot overall height pole within a 10-foot by 10-foot (3-meter by 3-meter) area.

ECA has identified and evaluated Historic Properties, if any, within the Area of Potential Effect (APE) for visual and direct effects as directed in Section VI.D.1 and 2 of the Nationwide Programmatic Agreement, effective on March 7, 2005. We found two Historic Properties

(Monticello Historic District and Monticello Old Elementary School) listed in the National

Register of Historic Places (NRHP) within the ½-mile APE for visual effects.

ECA researched the files at the Georgia Historic Preservation Division (GAHPD) on January 27, 2017. During our research, five historic resources (Ja-M-142, Ja-M-145, Ja-M-170, Ja-M-176 & Ja-M-177) were identified during ECA’s review of the Historic Resources Survey Files. No additional resources were identified in the National Register Files, Identified Site Files,

Centennial Farms Files, or Environmental Review Files. In addition to these file sets, the

University of Georgia’s Natural, Archaeological, and Historic Resource Geographic Information

System (NAHRGIS) was also reviewed and we identified no additional historic resources within the ½-mile APE for visual effects. Resource Ja-M-142 is the Monticello Historic District. The remaining four resources identified are not NRHP-listed or previously determined eligible for inclusion to the NRHP.

The Monticello Old Elementary School (NRHP No. 78000989) is listed on the NRHP and is located on the corner of College Street & Westview Street (see Attachment B-2a), and is located approximately 2,000 feet (~610 meters) northeast of the proposed pole. ECA has chosen a representative location at the property from which to evaluate the effect of the proposed undertaking on the surrounding area. A representative photograph and view back location has been designated as 1A/1B (Attachment B). Based on ECA’s site visit and viewshed assessment, we believe that the proposed pole would not be visible from the Monticello Old Elementary School due to its diminutive height, distance, and intervening vegetation. Therefore, ECA believes the proposed undertaking would have no effect on the Monticello Old Elementary School.

The Monticello Historic District (NRHP No. 97000812) is listed on the NRHP and is roughly bounded by College, Eatonton, Forsyth, Hillsboro, and Washington Streets and Funderburg and Madison Drives and is located approximately 650 feet (~198 meters) northeast of the proposed pole at its closest point. The western extent of the district is located within the APE for visual effect. ECA has chosen representative locations within the Historic District from which to evaluate the effect of the proposed undertaking on the surrounding area. Representative photographs and view back locations have been designated as 2A through 2C (Attachment B).

Based on ECA’s site visit and viewshed assessment, we believe that the proposed pole would not be visible from the Monticello Historic District due to its diminutive height, distance, and intervening vegetation. Therefore, ECA believes the proposed undertaking would have no effect on the Monticello Historic District.

An Archaeological Assessment was conducted within the APE for direct effects. Through our review of available cultural records and databases, we found no previously recorded archaeological sites and eleven previously recorded archaeological surveys (2812, 3115, 4376,

5944, 5989, 7044, 7046, 7620, 8414, 8462, & 9038) within our standard 1-mile background research radius, though outside the APE for direct effects. During the course of the field survey portion of this archaeological assessment, no archaeological cultural resources were encountered. Based on our findings, we recommend no further consultation under Section 106 Review of the National Historic Preservation Act for this proposed undertaking.

Based on this documentation, prepared in accordance with the Nationwide Programmatic

Agreement effective March 7, 2005, ECA believes that this proposed facility would have no effect on any Historic Properties identified in accordance with the NPA. Therefore, we recommend a finding of "No Effect" for the proposed undertaking.
