Archaeological Reevaluation of Project STP00-0000-00(409), Spalding County

Abstract

In compliance with Section 106 of the National Historic Preservation Act of 1966 and amendments thereto, Project STP00-0000-00(409), P.I. 0000409, Spalding County, has been surveyed with respect to archaeological resources, especially those on or eligible for inclusion in the National Register of Historic Places (NRHP). The purpose of the survey was to locate, identify and evaluate the significance of any archaeological resources within the proposed project's area of potential environmental effect. This project consists of intersection improvements at SR 16 and CR 688/01d SR 85 Connector-CR 496/Hollouville Rd. in Spalding County. The existing right-of-way for SR 16 is 80 feet, approximately 60 feet for CR 688/01d SR 85 Connector, and approximately 60 feet for CR 496/Hollonville Rd. Originally, in 2002, the project was described to include improvements of right and left-turn lanes to SR 16 and Hollonville Rd. The proposed right-of-way for SR 16 would be 160 feet and 90 feet for CR 496/Hollonville Road, but no additional right-of-way would be required along CR 688101d SR 85 Connector. The total project length would be 0.40 mile. In 2007, a culvert extension was added to the project, expanding right-of-way on two parcels, and an easement was added on one parcel. Originally, this project, as defined, was surveyed by Jim Pomfret in 2002 and 2007, but no existing or eligible National Register resources were located within the APE during those surveys. At this time, the project plans have changed to consist of a roundabout at this location. The proposed roundabout consists of transitioning the 12-foot wide lanes on each leg of the intersection to 18.5-foot wide lanes at the approach of a 20-foot wide circulatory roadway, an 18-foot wide truck apron, and a central island. The proposed roundabout will have splitter islands, rural shoulders, curb and gutter with 5-foot wide sidewalk, and lighting. Overall, the total project length has been reduced to 0.16 mile. However, proposed right-of-way has been added to CR 688lSR 85 Connector; this proposed area is approximately 105 feet in maximum width. An archaeological survey consistent with these project revisions was performed within the project corridor.
