Abstract

Mr. Michael Abbott wishes to develop an 18-ha ( 45-ac) parcel of land in northern Richmond County, at the intersection ofU.S. Highway 78 and the Jimmy Dyess Parkway. The development will affect wetlands and thus a Section 404 permit from the U.S. Army Corps of Engineers is required. One aspect of the Section 404 permitting process is a consideration of the effects of the undertaking on significant cultural resources, those eligible to theN ational Register ofHistoric Places. Mr Abbott contracted with Southeastern Archeological Services to conduct an archeological survey of the project tract in order to locate and evaluate the significance of archeological sites in the tract. There are no standing structures older than 50 years within or within view of the tract. The archeological survey was conducted in late May 2010 and five sites were recorded. These include a late nineteenth to mid-twentieth century farmstead, a mid-twentieth century swimming pond complex and three small prehistoric sites. We recommend that none of the sites meet the criteria for eligibility in the National Register and thus none are eligible for inclusion. Therefore, it is our conclusion that the proposed undertaking, the development of the 45-ac parcel, will have no adverse effect to significant cultural resources.
