TCNS ID 122432 Proposed 170-Foot Monopole Telecommunications Structure (175-Foot Overall Height Including Appurtenances)

Environmental Corporation of America (ECA) has completed an Archaeological Assessment for the federal undertaking at the subject site. The proposed undertaking would include a proposed 50-foot by 70-foot (15-meter by 21-meter) fenced compound within an 80-foot by 80-foot (24- meter by 24-meter) lease area that would include a 175-foot overall height monopole telecommunications structure and associated ground-level support equipment. The proposed lease area would be accessible by an existing gravel road. The proposed fenced compound would inhibit access to the currently existing substation to the northwest of the proposed facility. As such, a proposed approximate 240-foot long by 20-foot wide (73-meter by 6-meter) access road would bypass the proposed facility to the south. Since the proposed access road for the existing substation is necessitated by the construction of the proposed facility, it is considered a part of this undertaking. The subject site is located at 0 Henry Camp Road, Moreland, Coweta County, Georgia.

This archaeological assessment was conducted in order to ascertain whether the proposed undertaking, on the project site, might directly or indirectly affect cultural resources, if any such resources exist. Through our review of available cultural records and databases, we found 54 previously recorded archaeological sites (9CW154, 9CW349, 9CW351, 9CW352, 9CW353, 9CW354, 9CW355, 9CW356, 9CW357, 9CW358, 9CW359, 9CW360  9CW361, 9CW362, 9CW363, 9CW364, 9CW365, 9CW366, 9CW367, 9CW368, 9CW369, 9CW370, 9CW371, 9CW372, 9CW373, 9CW374, 9CW375, 9CW376, 9CW377, 9CW378, 9CW379, 9CW380, 9CW381, 9CW382, 9CW383, 9CW384, 9CW385, 9CW386, 9CW387, 9CW388, 9CW389, 9CW390, 9CW391, 9CW393, 9CW397, 9CW398, 9CW399, 9CW404, 9CW410, 9CW411, 9CW415, 9CW416, 9CW417, 9CW436) and one archaeological survey report (223) within our standard 1-mile background research radius. The extreme northern portion of 9CW362 was identified as being within the APE for direct effects. During our fieldwork, we identified artifacts on the surface and within one shovel test pit within the proposed lease area. Due to the close proximity of our project to archaeological site 9CW362, we believe these artifacts are associated with 9CW362. A site revisit form has been submitted to the Georgia Archaeological Site File(GASF). Site 9CW362 has been previously determined ineligible for inclusion to the National Register of Historic Places (NRHP). Despite ECA’s identification of additional artifacts associated with site 9CW362, we do not believe the site is eligible for inclusion to the NRHP based on a lack of research potential and subsurface context due to construction activity.

ECA believes that the proposed undertaking would have no effect on any historic or prehistoric archaeological resources that are listed in or eligible for listing in the National Register of Historic Places. Based on our findings related to archaeological resources, we recommend no further consultation under Section 106 Review of the National Historic Preservation Act for this proposed undertaking.
