Phase I Archaeological Survey of the Proposed Spoil Area and Access/Haul Road Locations, Fulton County Airport-Brown Field, Fulton County, Georgia

Abstract

During February 2008 and February 2009, Edwards-Pitman Environmental, Inc. (EPEI) conducted a Phase I archaeological survey of the proposed location for a spoil area and an access road at the Fulton County Airport-Brown Field in Fulton County, Georgia. A preliminary engineering analysis determined that the development of the North Tenninal Area (NT A) at the airport based on Federal Aviation Administration (FAA) standards for gradients and lines of sight would produce excess material from the NTA site. A subsequent analysis indicated the excess materials could be more effectively removed and placed in an on-airport area of future taxiway extension rather than having the material hauled off-site. The proposed haul road will provide access to the area. The potential amount of material was not known at the time of the 2003 Environmental Assessment (EA), and so the potential spoil area was not included in the EA. Therefore, a Supplemental EA is required and the current report will be included with that document. The goal of the survey was to locate and evaluate archaeological sites within the Area of Potential Effect (APE) of the proposed undertaking, so that potential effects to any resources identified could be evaluated in accordance with Section 106 of the National Historic Preservation Act. The project was conducted under a contract with Camp Dresser & McKee, Inc. A review of the Georgia Archaeological Site Files at the University of Georgia in Athens showed that no previously identified archaeological sites have been identified in the project's APE. No archaeological sites or isolated finds were identified during the survey. Based on the results of the survey, EPEI recommends that no further archaeological work be undertaken at these locations.
