Abstract

The proposed project would consist of operational and traffic flow improvements for approximately 0.6 miles along State Route 5/Bill Arp Road (SR 5) from the Wesley Pond Apartments driveway to Concourse Parkway (see Figure 1: Project Location Map). The project would include the construction of a restricted median opening and left-turn lane at the entrance to Wesley Pond Apartments, retrofitting and extending exclusive interstate bound approach turn lanes on both sides of the Interstate 20 (I-20) bridge, and modifications to the right-turn lane and signal at the I-20 westbound off ramp at SR 5. The proposed project would also include traffic signal operational upgrades throughout the corridor, an evaluation of the removal of protected only left turn phases as warranted, and Intelligent Transportation Systems/Advanced Traffic Management Systems connectivity and devices including closed circuit television for traffic monitoring, incident detection, and system optimization. The existing right-of-way (ROW) width ranges from 100 feet to 120 feet from Stewart Parkway to I-20 and ranges from 130 feet to 160 feet from I-20 to Concourse Parkway. The acquisition up to an additional 50 ft. of ROW for the implementation of the project is anticipated; however, the specific amount has not yet been determined.
