Abstract

The projects propose to widen and improve SR 9 from Upper Hembree Road to Windward Parkway in Fulton County, Georgia. The proposed improvements include two travel lanes in each direction, a raised median, additional tum lanes, reconfigured side roads, traffic and pedestrian signal upgrades, sidewalk, and bicycle Janes as well as other safety and operational improvements. The first project, P.I. No. 721790, begins at the intersection of Upper Hembree Road and ends at Academy Street. The second project, P.l. No. 721780, begins at Academy Street and continues to the intersection of Windward Parkway. The total project length is approximately 3.64 miles.

The existing lane configurations along SR 9 within the project corridors are varied. There are generally four different sections. From Upper Hembree to North Fall Lane, the existing roadway consists of a five-lane urban section, including 12-foot travel Lanes and a 14-foot flush median. From North Fall Lane to Mayfield Road, the existing roadway consists of four 11-foot travel Janes. From Mayfield Road to Winthrop Park Drive, the existing typical section consists of a four-lane section (two northbound, one southbound, and a two-way left tum lane) with 11-foot travel lanes. From Winthrop Park Drive to Windward Parkway, the existing typical section consists of a two-lane section with 12-foot travel lanes. Sidewalks are intermittent throughout the entire project limits. The existing ROW varies from 80 to 110 feet, but is generally 80 or 90 feet wide.

The proposed projects intend to provide a continuous roadway section/footprint throughout the majority of the project corridor, while using context sensitive designs through the recently constructed and pending city changes on Main Street in the downtown corridor.

The standard typical section includes four 11-foot travel lanes (two in each direction), a 17-foot raised grass/landscaped median, a 4-foot bicycle lane in each direction, 11.5-foot shoulders with curb and gutter, a 2-foot landscape strip, and 5-foot sidewalks. Fifteen median breaks are proposed at key intersections. Dual left tum Janes are proposed at all approaches to Old Milton Parkway and Windward Parkway. Minor side road adjustments are planned where the following roads connect to SR 9: Brady Place, Maxwell Road and Norcross Street. A short stretch of Roswell Street is proposed to be realigned to create a four-way signalized intersection with SR 9 and Devore Road. The proposed ROW varies between 92 and 122 feet. In the downtown corridor, defined as Main Street from Old Milton Parkway to Mayfield Road, a slightly narrower section is proposed. Through this context sensitive area, variances are made to the curb and gutter, median curbing, bicycle amenities, sidewalk surface and sidewalk width.

Utility work is anticipated on both sides of SR 9 for the entire length of the projects. The utility work would be completed within the existing ROW where sufficient space is available. Utility easements would be acquired for any utility work that could not be completed within the ROW. These utility easements would be up to 20 feet in width from the edge of the existing or required ROW on both sides of SR9.
