Environmental Corporation of America’s (ECA) client, Georgia Power Company, is proposing to construct a communications facility as described in the following FCC Form 620, New Tower (NT) Submission Packet. ECA understands that Georgia Power Company plans to construct a 163-foot overall height monopole communications structure within an 8-foot by 8-foot (2-meter by 2-meter) monopole site area.
ECA has identified and evaluated Historic Properties, if any, within the Area of Potential Effect (APE) for visual and direct effects as directed in Section VI.D.1 and 2 of the Nationwide Programmatic Agreement, effective on March 7, 2005. We have found no properties listed in or eligible for listing in the National Register of Historic Places (NRHP) within either APE.
Based on our review of the files at the Georgia Historic Preservation Office (GA HPD) and Georgia’s Natural, Archaeological, and Historic Resources Geographical Information System (GNAHRGIS), we identified numerous historic resources inside the ½-mile APE for visual effects. Due to the large number of historic resources, the historic resources have been grouped into one Multiple Resource Area (MRA1) and nine individual resources (GNAHRGIS ID 43830/LW-HA-50, GNAHRGIS ID 43831/LW-HA-51, GNAHRGIS ID 43874/LW-HA-94, GNAHRGIS ID 43836/LW-HA-56, GNAHRGIS ID 43834/LW-HA-54, GNAHRGIS ID 43832/LW-HA-52, GNAHRGIS ID 43873/LW-HA-93, GNAHRGIS ID 43835/LW-HA-55, and GNAHRGIS ID 43873/LW-HA-93). No historic resources were identified in the Environmental Review Files, Site ID Files, or in the Centennial Farm Files within the ½-mile APE for visual effects.
An Archaeological Assessment was conducted within the APE for direct effects. During our database research, we found no previously recorded archaeological sites and one survey report (275) within our standard 1-mile background research radius. The previously recorded survey report was not within or near the APE for direct effects. During our fieldwork, we uncovered no archaeological sites (see Attachment E-1c). Based on our findings, we recommend no further consultation under Section 106 Review of the National Historic Preservation Act for this proposed undertaking.
Based on this documentation, prepared in accordance with the Nationwide Programmatic Agreement effective March 7, 2005, ECA believes that this proposed facility would have no adverse effect on any Historic Properties identified in accordance with the NPA. Therefore, we recommend a finding of "No Adverse Effect" for the proposed undertaking.
