Abstract

The proposed project would reconstruct the existing structurally deficient bridge on Blackhall Road over Rum Creek in northwest Henry County. The project would include reconstructing portions of Blackhall Road to correct a substandard sag vertical curve in which the existing bridge is located. The project is located on a section of Blackhall Road that is a south to north route providing connectivity between Jodeco Road to the south and Walt Stephens Road to the north. The road is located in northwestern Henry County approximately 50 to 200 feet downstream of and generally parallel to the dam for Lake Spivey. The typical section of Blackhall Road would include two 11-foot wide travel lanes with 8-foot wide grass shoulders.

The project would begin approximately 500 feet south of the existing bridge and extend northward to approximately 900 feet north of the existing bridge, for an estimated project length of 1,400 feet. The existing right of way (ROW) is 100 feet and the proposed ROW would be 150 feet.
