Abstract

The project limits include a five block stretch on US 29 from Malone Street to approximately 175 feet north of Strickland Street, and a section of East Broad Street from Smith Street to Campbellton Street. The project length is approximately 2,575 feet (.48 mile). US 29 is a four lane highway with auxiliary right and left tum lanes at the major signalized intersections

of Smith Street, Campbellton Street, and Dodd Street. Malone Street, Smith Street, Campbellton Street, Dodd Street, and Strickland Street are all two lane roads. Portions of sidewalks are located along all streets within the project area, ranging five to fifteen feet wide. Angled parking is available along the west side of US 29, and on street parking is available along Campbellton Street. The posted speed limit in the project area is 35 mile per hour (mph). Existing right-of-way (ROW) ranges from 80 to 125 feet.

Proposed improvements on the west side of US 29 include new granite header curb, brick paver sidewalks, street trees and raised planter beds, and new pedestrian street lighting. On the east side of US 29 proposed improvements include replacement of existing concrete sidewalk with 5-foot wide brick paver sidewalks, a 4-foot wide grass buffer strip, new street lighting within the buffer, and landscaping behind the sidewalk. US 29 would remain four lanes with dedicated left tum lanes as currently configured with reverse angled parking between Smith and Dodd Streets. Roadway improvements on US 29 include construction of a 1 0-foot-wide vegetated median, removal of the southbound right tum lane onto Campbellton Street, and signal upgrades at Smith Street, Campbellton Street, and Dodd Street.

The project would include the rehabilitation of the former Smith Street underpass into a pedestrian walkway and plaza space. This portion of the project would include a brick staircase from US 29 to Smith Street, aesthetic improvements, and lighting. Improvements to East Broad Street between Smith and Campbellton Street include on street parking and a new sidewalk on the west side of the street. Pedestrian improvements including new granite curbing, brick paver sidewalks, and parking striping are proposed for Smith Street and Campbellton Street.

Required ROW would range from between 80 to 125 feet. All improvements would be in compliance with the Americans with Disabilities Act (ADA) requirements. Posted speed limits would remain 35 mph.
