Abstract

Environmental Corporation of America’s (ECA) client, Beacon Towers, LLC is proposing to lease a 100-foot by 100-foot (~30-meter by 30-meter) area for the construction of a telecommunications facility as described in the following FCC Form 620, New Tower (NT) Submission Packet. The facility would consist of a fenced compound surrounding a 162-foot tall overall height monopole telecommunications structure and associated ground-level support equipment. The facility would include a proposed approximate 1,457-foot long by 25-foot wide (~444 meter by 8 meter) access/utility easement.

ECA has identified and evaluated Historic Properties, if any, within the Area of Potential Effect (APE) for visual and direct effects as directed in Section VI.D.1 and 2 of the Nationwide Programmatic Agreement, effective on March 7, 2005. We have found one property (63rd Army

Air Forces Contract Pilot School [NRHP #13000270]) listed in the National Register of Historic Places (NRHP) within the ½-mile visual APE. No properties listed on the NRHP were found within the APE for direct effects.

Based on our review of the files at the Georgia Historic Preservation Office (GA HPD), we identified one historic resource (CF 301-318 – World War II Training Field) in the Environmental Review files within the ½-mile APE for visual effects. It should be noted that CF 301-318 and the 63rd Army Air Forces Contract Pilot School are the same property. Our review of the University of Georgia’s Natural, Archaeological, and Historic Resources Geographical Information System (NAHRGIS), the Centennial Farms Files, and the ID Site Files did not identify any additional historic resources within the ½-mile APE for visual effects. Therefore, based on the Environmental Review files, a total of one historic resource was identified as being located within the ½-mile APE for visual effects for the proposed undertaking.

63rd Army Air Forces Contract Pilot School/CF 301-318 is located approximately 2,500 feet (762 meters) southwest of the proposed undertaking. 63rd Army Air Forces Contract Pilot School/CF 301-318 is listed on the NRHP (NRHP #13000270). Only the northeastern portion of 63rd Army Air Forces Contract Pilot School/CF 301-318 is within the ½-mile visual APE. Viewback photographs were taken at 63rd Army Air Forces Contract Pilot School/CF 301-318 towards the proposed tower location (Photo 1B, 1C, and 1D of Attachment B-1b/c). Locations of the viewback photographs can be found in Attachment B-2a. Due to intervening vegetation immediately surrounding the buildings, we believe that only the upper most portions of the proposed tower structure would be visible from the most northeastern portion of 63rd Army Air Forces Contract Pilot School/CF 301-318. Due to distance and intervening vegetation, we believe the proposed facility will have no effect on 63rd Army Air Forces Contract Pilot School/CF 301-318.

An Archaeological Assessment was conducted within the APE for direct effects. During our database research, we found three previously recorded archaeological sites (9CF107, 9CF318, and 9CF319) and nine archaeological survey reports (4189, 4521, 4636, 5931, 5946, 6005, 6012, 6014, and 7075) within 1-mile of the subject site. None of the aforementioned sites were located within the APE for direct effects for the proposed undertaking. During our fieldwork we uncovered no archaeological cultural artifacts (see Attachment E-1c). Therefore, based on our findings, we recommend no further consultation under Section 106 Review of the National Historic Preservation Act for this proposed undertaking.

Based on this documentation, prepared in accordance with the Nationwide Programmatic Agreement effective March 7, 2005, ECA believes that this proposed facility would have no effect on any Historic Properties identified in accordance with the NPA. Therefore, we recommend a finding of "No Effect" for the proposed undertaking.
