Abstract

State Route (SR) 3/US 19 is a six-lane section that runs north/south. SR 3/US 19 intersects SR 138 (running east/west) at a four-leg signalized intersection. The southbound approach consists of an exclusive left turn lane, three through lanes, and a right-turn lane. The northbound approach consists of dual left-turn lanes, three through lanes and a right turn lane. All lanes are 12 feet wide. The posted speed limit is 45 miles per hour (mph). The north and south bound lanes are separated by a concrete median at the intersection for approximately 300 feet transitioning to a depressed median. Segments of curb and gutter exist along the outside edge of pavement. State Route 138 at this intersection has an exclusive left-turn lane, one through lane and one through–right lane westbound. The eastbound leg has one left turn lane, one through lane and one through-right lane. East and West of the intersection, SR 138 transitions to a five lane curb and gutter section with two 12-foot lanes in each direction and a two-way center turn lane. The posted speed limit is 35 mph. Existing right-of-way (ROW) varies from 80 to 150 feet.

Project 0012833 would widen and reconstruct .4 mile of SR 138 to add an additional eastbound and westbound left and right turn lanes, and a 4-foot median. The project would begin approximately 1,355 feet west of the SR 3/US 19 intersection and ends before the intersection of north Main Street, approximately 1,250 feet east of the SR 3/US 19 intersection. The project would also construct an additional northbound left turn lane on SR 3/US 19. The lane would utilize existing pavement and would require the reconstruction of the median to accommodate the required tapers. Proposed ROW would vary between 125 and 175 feet.
