Georgia Transmission Corporation Report of No Adverse Effect on Historic Resources Battlefield-Frey Road 230 kV Transmission Line

Abstract

This report documents that Georgia Transmission Corporation’s Battlefield-Frey Road 230 kV Transmission Line project will not have an adverse effect on historic resources. The rebuild of the existing 115 kV Transmission Line will begin at the existing Battlefield Substation on the north side of Due West Road in Paulding County, Georgia and will be routed north, along Highway 92 and then cross-country, to a new Frey Road Switching Station. The new route will follow the existing Transmission Line corridor.

 

 

Scope of Work:

In order to comply with the Section 106 process of the National Historic Preservation Act of 1966, this Historic Resources Evaluation report determines the Area of Potential Effect (APE) of the proposed Transmission Line. In addition, this report determines the National Register of Historic Places (NRHP) eligibility of resources surveyed within the APE. This report also determines the Adverse Effect, if any, of the Battlefield-Frey Road 230 kV Transmission Line project on NRHP-eligible resources within the APE. If appropriate, this report documents Georgia Transmission Corporation’s alternatives to avoid adverse effects and planning to minimize harm. The Mitigation of Adverse Effect is outlined in the Programmatic Agreement among the Rural Utilities Service, the Georgia State Historic Preservation Officer, the Advisory Council on Historic Preservation and Georgia Transmission Corporation, which was implemented in 2001.

 

Area of Potential Effect:

The Area of Potential Effect for this project is defined by the visibility of the proposed 230 kV Transmission Line. The concrete poles will range from 90 to 120 feet in height and could possibly be visible from 1500 feet, although visibility in some areas will be reduced to less than 500 feet by vegetative buffers. Because of the varying visibility, the Area of Potential Effect of 1500 feet was applied to the entire project.

 

Contents of Report:

This report contains four photographs of the Transmission Line route and environs. These photographs are keyed (A-D) on the Map of Resources within the Area of Potential Effect, which also identifies the location of the historic resources surveyed. This is followed by 15 Determination of Eligibility forms containing photographs of each resource, a description of its site, the approximate date of construction, an architectural description, and an assessment of its National Register eligibility. Assessment of Effect form for each NR-eligible resource documents whether or not the Transmission Line will have an adverse effect on that resource.
