Proposed 250-foot Self-Supporting Lattice Telecommunications Structure (270-Foot Overall Height with Appurtenances) Within 100-foot by 100-Foot (30m by 30m) Lease Area G8018 Rome Bypass 866 Marion Dairy Road Lindale, Floyd County, Georgia

Environmental Corporation of America (ECA) has completed an Archaeological Assessment for the federal undertaking at the subject site. The proposed undertaking would include a proposed 100-foot by 100-foot (30m by 30m) lease area that would include a 270-foot overall height self-supporting lattice telecommunications structure, an approximate 3, 190-foot long by 40-foot (927m by 12m) access/utility easement, approximate 95-foot by 30-foot (29m by 9m) utility easement, and associated ground-level support equipment. The subject site is located at 866 Marion Dairy Road, Lindale, Floyd County, Georgia.

This archaeological assessment was conducted in order to ascertain whether the proposed undertaking, on the project site, might directly or indirectly affect cultural resources, if any such resources exist. Through our review of available cultural records and databases, we found no previously identified archaeological sites and two archaeological survey (5588 and 8336) within our standard 1-mile background research radius, but outside the APE for direct effects. During two ECA site visits we identified a historic artifact surface scatter along the existing dirt portion of the proposed access/utility easement. No artifacts were uncovered during our subsurface investigation. Artifacts recovered include late I 9th to mid-20th century house hold items. Based on an interview with the property owner we discovered that in the past trash was hauled and dumped further up the mountain. We believe that the artifacts recovered during our site visits are redeposits that have washed down from further up the mountain. ECA submitted an archaeological site form to the Georgia Archaeological Site File and received the site trinomial 9FL516. Because the artifacts are redeposits and because no artifacts were recovered from subsurface testing, we believe that site 9FL5 I 6 lacks both context and significance and is not eligible for the NRHP. Therefore, we believe that no archaeological resources eligible for the NRHP would be affected by the proposed undertaking and recommend no further testing (see attachment E-1 c). Based on our findings, we recommend no further consultation under Section 106 Review of the National Historic Preservation Act for this proposed undertaking.

We conclude that the undertaking would not affect any historic or prehistoric archaeological resources that are listed in or eligible for listing in the National Register of Historic Places (NRHP). Therefore, for archaeological cultural resources, we recommend a finding of No Effect for the proposed undertaking at the project site.
