Addendum Report to the Phase I Archaeological Investigation for the East-West One-Way Pair System Henry County, Georgia

Abstract

Vanasse Hangen Brustlin, Inc. (VHB) conducted a Phase I archaeological survey addendum for project PI #321530, the proposed east-west one-way pair system in downtown McDonough, on behalf of the Georgia Department of Transportation (GDOD. The proposed project has been previously surveyed; however, due to changes in the project design and gaps in previous survey coverage, additional survey efforts were required. The purpose of this survey was to comply with Section 106 of the National Historic Preservation Act by identifying archaeological resources within the project's Area of Potential Effect (APE) and making recommendations concerning their eligibility for listing on the National Register of Historic Places (NRHP). The proposed project would construct an east-west one-way pair system for Jonesboro Road, SR 81, and SR 20 through downtown McDonough utilizing existing roadways and constructing new location sections at both project ends. A roundabout is also proposed at the west end of the project, at the intersection of Jonesboro Road and Doris Street. The east-west one-way pair system would intersect with the existing north-south one-way pair system carrying US 23/SR 42 through the McDonough square area. The proposed one-way pair system would provide two travel lanes in each direction. Because the is project has been previously surveyed, only sections of new APE and the portions of the APE where there were gaps in previous survey coverage were examined. An expanded survey corridor (ESC) of additional 30m (100 ft) was only surveyed for this addendum in areas where there was a higher probability for archaeological sites. The width of existing ROW is less than six m (20 ft), and the required ROW is no more than 50 m (164 ft) along Jonesboro Road/SR 81/SR 20. The project length is two miles.

The addendum survey covered the new proposed roundabout at Jonesboro Road and Doris Street, the extension of Marian's Way between Jonesboro Road and SR 20/SR 81/Hampton Street/Keys Ferry Street, the construction of a new location roadway to connect the Marian's Way extension to Toby Springs Lane, tie-in improvements to Low Street, the slight realignment of SR 20/SR 81/Hampton Street/Keys Ferry Street near Sloan Street, and the extension of Decatur Road between Jonesboro Road and SR 20/SR 81/Hampton Street/Keys Ferry Street, and small areas of coverage that were not included in previous surveys. A total of 213 shovel tests were planned. Of those, 121 were negative. No positive shovel tests were encountered. Shovel tests were not performed at 921ocations due to disturbances such as pavement, driveways, structures and slopes. The survey resulted in a high number of "no dig" shovel tests because of the extent of previous disturbances. The center of the project limits consists of commercial properties. Many of the properties have sidewalks or associated pavement/driveways that limited shovel testing.

            Prior to the addendum survey, one previously recorded archaeological site was identified in

GNAHRGIS as having boundaries that fell with in the current project's APE/ESC. Site 9HY217, identified by Garrow & Associates, Inc. in their original 1996 survey, was a historic site consistent with a domestic structure (Markham and Holland 1996). The site was recommended by Garrow and Associates, Inc. as not eligible for li sting on the NRHP under Criterion D because artifacts collected were found in plow-disturbed levels and because no structures remained on the site. A formal site revisit was not required as part of early coordination with the GDOT Archaeology Unit because site 9HY217 was delineated during previous surveys for this project, and the site boundary definition still meets current GDOT site delineation methodology. No other archaeological resources were identified during the addendum survey and no further work is recommended for the project. Four archaeological sites are registered within 1 km of the proposed project area. Three of the four sites (9HY217, 9HY218, and 9HY219) were discovered during the original Garrow & Associates, Inc. 1996 survey for the currently proposed project (Markham and Holland 1996). The fourth site, 9HYSOO, was recorded during a Brockington and Associates survey in 2011 (Pappas 2011). The Pappas 2011 survey was not on or adjacent to the current addendum survey APE/ESC. Site 9HY217 is a low density scatter of 19th and 20th century historic artifacts originally recorded in 1995. According to the report, the site is 40 m by 50 m in length and width. The site is greater than 50% disturbed and no standing structures are present. The site was recommended not eligible for listing on the NRHP under Criterion D by Garrow & Associates, Inc. (Markham and Holland 1996) because the site was disturbed and had little research potential. The site is in the APE/ESC of the current addendum survey, in the location of the proposed roundabout, north of Doris Street.
