Abstract

The proposed project would improve the intersection of Browns Mill Road /State

Route (SR) 212 and Salem Road by converting the existing intersection into a roundabout. Currently, Browns Mill Road /SR 212 is a free flowing, two lane Urban Minor Arterial with two 12-foot travel lanes and right tum lanes at the intersection. The typical section near the intersection features a different shoulder along the north and south sides of the roadway. The north side consists of 4-foot shoulders (2-foot grassed and 2-foot paved), as well as a 2-foot ditch. The south side of the roadway consists of 9-foot urban shoulders (2.5-foot curb and gutter, 2-foot grassed shoulder, and 5-foot sidewalk). The typical section of Salem Road/ CR 539 consists of two 12-foot travel lanes, 3-foot rural shoulders, and a 2-foot ditch. It is a stop-controlled, two lane Urban Minor Arterial. The proposed roundabout would be left offset for slower entry speeds and would encompass 12-foot lanes, raised splitter islands, 30-inch curb and gutter, a 2-foot stamped colored concrete strips, and 5-foot sidewalks on all approaches. The approach from Salem Road to Browns Mill Road /SR 212 westbound will include a 300-foot bypass lane that would extend just beyond Browns Mill Elementary School.

                The area of potential effect for this project consists of the existing right-of-way (ROW) and proposed ROW and easements as described below and the extended survey corridor -100 feet beyond the APE. This addendum survey covers only the project changes received since July 2017 in the Project Changes & Revised Request to Assess Project Impacts (PCRRAPI) form on December 6, 2017. Locations of changes are discussed below. There are two previously recorded archaeological sites that have been identified within 1 kilometer of the project area.
