Phase I Archaeological Survey for the Bridge Replacement of Roger's Bridge at Chattahoochee River

Abstract

The proposed project would construct a pedestrian bridge over the Chattahoochee River at the location of the abandoned Rogers Bridge Road steel truss bridge, and connect recreational uses in the City of Duluth in Gwinnett County to the south and the City of Johns Creek in Fulton County to the north. The project would include multi-use trail approaches to the pedestrian bridge, and connect with existing trails on the south side of the river within Rogers Bridge Park, and Rogers Bridge Multi-Use Trail on the north side of the river. Since property on both sides of the river is owned by the cities, acquisition of additional right-of-way is not anticipated. The bridge and approaches would be constructed in compliance with the Americans With Disabilities Act (ADA) requirements. The project length is approximately 500 feet.

                The Area of Potential Effect for this project is an Environmental Survey Boundary (ESB) provided to Edwards-Pitman Environmental, Inc. (EPEI) by Development Planning & Engineering (DPE), Inc. The ESB encompasses all areas needed to complete the design as well as a buffer to account for potential changes as design progresses, therefore an additional Expanded Survey Corridor (ESC) was waived. The width for this ESB extends 150 feet west of Rogers' Bridge Road centerline and 150 feet east of Rogers' Bridge Road centerline. The length for this ESB is 2,854 feet along the centerline of Rogers' Bridge Road. The ESB includes the original bridge structure and extends 300 feet from both ends of the structure. In consultation with the Georgia Department of Transportation (GDOT), the northeast quadrant of the ESB that extends into National Park Service (NPS) property was not surveyed due to Archaeological Resource Protection Act (ARPA) permit constraints. A review of the online database GNAHRGIS revealed 18 sites within a 1-kilometer radius.
