Abstract

The proposed project is Phase III of the West Cleveland Bypass project in White County, Georgia. The larger project proposed to construct a bypass along a new location corridor and existing roadway. The beginning of the West Cleveland Bypass Project is located near the intersection of United States Highway (US) 129/ SR 11 and Hope Road, south of Cleveland, and the project ending is just north of Cleveland at SR 75. Due to funding, the overall project was divided into three phases. Construction is complete on Phases I (PI 162390) and II (PI 0010194) of the bypass, and both sections are open to traffic.

The Phase III proposed alignment would follow along the ex1stmg CR 68/Hulsey Road alignment beginning at the US 129/SR 11 intersection, where it will tie into the end of the West Cleveland Bypass Phase II, and ending at the intersection of CR 68/Hulsey Road and SR 75. CR 68/Hulsey Road is currently a two-lane rural roadway. The proposed typical section of Phase III would be five lanes, including a center, two-way, left turn lane. Phase III would include 10-footwide rural shoulders, of which 6.5 feet would be paved. The right-of-way (ROW) width of Phase III varies from 180 feet to 300 feet wide.

The current undertaking is for a redesign of the western bypass for the city of Cleveland in White County, Georgia. A Phase I archaeological survey of the western bypass was completed by Rick Richardson, GDOT archaeologist, in 1999. Design changes to the bypass made additional survey of the area necessary, and GDOT archaeologist Luke Erickson surveyed those portions of the bypass in 2004 and 2005. Edwards-Pitman Environmental, Inc. archaeologists were contracted in 2010 and 2011 to cover additional redesigned portions of the bypass. The current undertaking is for a redesign of the western bypass along Hulsey Road between SR 129 and SR 75.
