Addendum to the Phase I Archaeological Survey of Westover Boulevard Extension, Dougherty and Lee Counties

Abstract

This project proposes to construct an urban collector roadway connecting North Westover Boulevard and Ledo Road on a new alignment that is 0.12-mile (633.6-ft.) long. The proposed project would begin within the city limits of Albany near the Albany Mall (in Dougherty County) and continue northward, under U.S. 82/SR 520 (Liberty Expressway), to Ledo Road (in Lee County) at the intersection of Ledo Road and the Westover Extension (Attachment 1). The proposed roadway would consist of four 12-foot travel lanes, two in each direction, with right and left turn lanes, as needed (Attachment 2). Five-foot wide sidewalks would be provided on the east side of the proposed roadway and 10-foot wide sidewalks would be provided on the west side of the roadway. Two new bridges and approximately 0.8 mile (3,850 ft.) of construction, including the bridges, would be required on Liberty Expressway to accommodate the proposed underpass. The proposed project also includes a roundabout at the intersection with North Westover Boulevard near the Albany Mall. The proposed corridor would require a maximum width of approximately 89 feet of right of way (ROW); however, project implementation would occur primarily within the existing Liberty Expressway and Ledo Road ROWs. Earlier plans to reconstruct portions of the Westover Extension north of the road's intersection with Ledo Road were abandoned in 2017.

The existing APE measurements for Ledo Road were expanded to include areas 415 feet east and west of the original survey area. The North Westover Road APE was expanded 144 feet east and 340 feet west of the proposed roundabout. The Liberty Highway APE was expanded to include 530 feet west and 1048 feet east of the 2015 survey area. Because of these additions, an addendum survey was required. A buffer of 100 feet (30 m) surrounding the APE, known as the Expanded Survey Corridor (ESC) was also included in the survey.
