Cultural Resource Survey, Proposed Tower Site, “Roswell – B”, Rochelle, GA

In August 2018, Trileaf Corporation (Trileaf) performed a cultural resource inventory survey for a proposed raw land monopole telecommunications facility located at CR 44, Rochelle, Wilcox County, Georgia, at coordinates 31°53’15.55” N, 83°33’54.31” W. The proposed project area consists of grassed and planted agricultural land. Verizon Wireless proposes the construction of a new monopole telecommunications facility with a total height of 199 feet (60.7 meters). The existing tower and associated equipment will be located in an approximate 100-foot by 100-foot (30.5-meter by 30.5-meter) cell tower lease area. The proposed monopole telecommunications facility will be accessed from a proposed approximate 30-foot by 65-foot (9.1-meter by 19.8-meter) access and utility easement that will connect to an existing gravel drive that extends approximately 50-feet (15.2-meters) northeast to CR 44. The new tower will occupy approximately 0.27 acres (0.12 hectares) of land. Under the direction of Trileaf, Project Archaeologist Zach Horne, MA, RPA performed this survey in response to the planned use of the above-described parcel and the potential impacts that such use might represent to archaeological and architectural cultural resources. The Phase I cultural resource survey was designed to discover all prehistoric and historical period cultural resources that might be present within the project area. The field survey of the project area, which included a pedestrian survey, shovel testing, and visual inspection, found no evidence for the presence of archaeological or architectural properties in relation to the current project area or within a 30-foot (9.1-meter) boundary within the Direct APE. However, during Based on a map and survey form search using the resources of the Georgia State Historic Preservation Office including topographical maps and Georgia’s Natural, Archaeological, and Historic Resources Geographic Information System (GNAHRGIS 2018), inspections of the Georgia Archaeological Site Files (GASF 2018), as well as the resources of the National Register of Historic Places (NRHP) conducted by Zach Horne, MA, RPA, Project Archaeologist, revealed there are no previously identified architectural resources, no previously identified archaeological sites, and no previously recorded archaeology surveys identified within the ½-mile APE for visual effects. Therefore, there are No Historic Properties within the ½-mile radius Visual APE. Based on these findings, Trileaf recommends No Historic Properties within the APE for direct effects and No Historic Properties within the ½-mile APE for visual effects. It is therefore recommended that project clearance be granted with no further investigation or evaluation of the project area relative to those resources.
