Assessment of No Effect to the Etowah Valley National Register District, GDOT Project BRZLB-015(12), Bartow County, P.I. No. 670683

Abstract

The project as proposed would replace on new alignment the existing bridge on CR.85/Tom Jones Road at Tom's Creek northwest of Kingston (see attachment 1). The new bridge culvert would be located 25 feet west of the existing bridge location. An additional 20 to 60 feet of right-of-way would be required for the 0.225 mile project length.

In compliance with Section 106 of the National Historic Preservation Act ,9-f 1966 and amendments thereto, project BRZLB-015(12), Bartow County has been surveyed with respect to historic prop (ties and archaeological resources, especially those on or eligible for inclusion on the National Register of Historic Places (NRHP). The survey was conducted in accordance with "GDOT/FHWA Cultural Resource Survey Guidelines" developed by GDOT in consultation with DNR Historic Preservation Section staff and concurred in by the Federal Highway Administration and State Historic Preservation Officer. The purpose of the survey was to locate, identify and evaluate the significance of any cultural resources located within the projects area of potential environmental effect.

As a result of the surveys one existing National Register property, the Etowah Valley National Register District, was identified within the project's area of potential environmental effect. The Etowah Valley District, consisting of 40,202 acres, is significant in the areas of prehistoric and historic archaeology, agriculture, architecture, industry, military, and transportation (see Attachment 2). The archaeological sites, however, are the more important part of the district. The individual features which were nominated are structures, communities and archaeological sites specifically named in the nomination as well as land area which has potential for containing archaeological sites.

Application of the Criteria of Effect 36 CFR 800.9(a) allows for a finding of no effect to the Etowah Valley District. Project implementation would require the acquisition of 1.34 acres from within the district to facilitate the construction of a replacement bridge on new location across Tom's Creek on C.R.85 (see attachment 3). This action would have no effect on the National Register qualifying characteristics of the district. Project implementation would not alter the property's location, setting or use. No prehistoric or historic archaeological sites or buildings or communities are located within the project's area of potential environmental effect.
