Abstract

The subject project represents the proposed widening and reconstruction of S. R. 21 from the I-95 Interchange in Chatham County to the northern city limits of Rincon, Georgia in Effingham County. Total length of the proposed project is approximately 9.35 miles. The present two-lane facility would be widened as follows:

From the I-95 Interchange to Saussey Road, S. R. 21 would be widened to four lanes with a 20' raised grassed median. From Saussey Road to the southern city 1imits of Ri neon, S. R. 21 would be widened to four lanes with a 44' grassed median. From the southern city limits of Rincon to the northern city limits S. R. 21 would be widened to a four-1ane controlled access section with a 14' flush median. The proposed alignment would transition back and forth from the north side to the south side to symmetrical widening along S.R. 21. An exception to this would occur in the area of Goshen Church where a new location section approximately one mile in length is proposed. Approximately 2900' south of Goshen Church the project would leave the existing facility and would extend on new location to the east of the Church rejoining the existing facility approximately 1900' north of the Church. Approximately 30' to 110' of additional right-of-way would be required along the project with the exception of the new location segment which would require 100' of additional right-of-way (see Attachment 1).
