Abstract

Environmental Corporation of America’s (ECA) client, Crown Castle USA Inc., is proposing to contruct a pole as described in the following FCC Form 620, New Tower (NT) Submission Packet. ECA understands that Crown Castle USA Inc. plans to construct a 44-foot overall height pole within a 10-foot by 10-foot (3-meter by 3-meter) area.

Due to the nature of the project and the surrounding setting, visibility of the proposed pole would be minimal. Therefore, we have determined that the APE for visual effects should be redefined as being limited to the areas immediately surrounding the pole site, which would be approximately 500 feet (152 meters) from the site in all directions. Therefore, the proposed alternative visual APE would be 500 feet (152 meters). Photographs of the proposed site are included in Attachment B.

ECA has identified and evaluated Historic Properties, if any, within the Area of Potential Effect (APE) for visual and direct effects as directed in Section VI.D.1 and 2 of the Nationwide Programmatic Agreement, effective on March 7, 2005. The Sweet Auburn Historic District and First Congregational Church have been identified within the APE for visual effects. No other properties listed in the NRHP were identified within the alternative APE for visual effects.

ECA researched the files at the Georgia Historic Preservation Division (GAHPD) on December 18, 2017. Two Historic Properties (Sweet Auburn Historic District and First Congregational Church) were identified during ECA’s review of the Historic Resources Survey Files, National Register Files, Centennial Farms Files, Environmental Review Files and the Identified Site Files. The University of Georgia’s Natural, Archaeological, and Historic Resources Geographical Information System (NAHRGIS) identified nine additional unevaluated historic resources:

Citizens Trust Company (GNAHRGIS ID#: 244064), Parking deck for Citizens Trust Company (GNAHRGIS ID#: 244063), 60 Piedmont Avenue (GNAHRGIS ID#: 244066), American Friends Service Committee (GNAHRGIS ID#: 244065), Mack Scogin Merrill Elam Architects (GNAHRGIS ID#: 240974), CARE Building (GNAHRGIS ID#: 243567), Gourmet Services (GNAHRGIS ID#: 243565), Dialysis Clinic (GNAHRGIS ID#: 243566), and Shell Gas Station (GNAHRGIS ID#: 243514) within the alternative APE for visual effects. In addition, three of these historic resources (Gourmet Services, Dialysis Clinic, and Shell Gas Station) have been demolished.

As discussed previously, an alternative APE for visual effects was assessed for the proposed undertaking. View back locations were determined based on a visual assessment and potential views of the proposed undertaking that were unencumbered by intervening structures and/or vegetation. For selected view back locations, photographs have been annotated in order to better convey the location of the proposed support structure. These photograph annotations only identify approximate locations. Photographs of the proposed undertaking and of representative locations within the alternative APE for visual effects are included in Attachment B.
