Abstract

Environmental Corporation of America’s (ECA) client, Southern Communications Services, Inc., d/b/a Southern Linc c/o Value Concepts, Inc., is proposing to construct a telecommunications facility as described in the following FCC Form 620, New Tower (NT) Submission Packet. ECA understands that Southern Communications Services, Inc., d/b/a Southern Linc c/o Value Concepts, Inc., plans to construct a 370-foot tall (overall height) guyed type telecommunications structure within a 100-foot by 100-foot (30-meter by 30-meter) lease area. The proposed lease area would be accessible by a proposed approximate 798-foot long by 40-foot wide (243-meter by 12-meter) access/utility easement and would include three proposed guy-wire easements measuring 265 feet long (81 meter) by 50-foot wide (15-meter). This undertaking was originally located at 33º 13’ 13.2” N, 83º 51’ 24.9” W on the same parent tract and was submitted to GA HPD on December 28, 2018 and was given the reference number HP-181231-001. However, there was a zoning issue that required the proposed undertaking to shift 300 feet (91 meters) to the northeast. Due to this significant shift, ECA is resubmitting this undertaking as a new site. ECA has identified and evaluated Historic Properties, if any, within the Area of Potential Effect (APE) for visual and direct effects as directed in Section VI.D.1 and 2 of the Nationwide Programmatic Agreement, effective on March 7, 2005. No properties listed in the National Register of Historic Places (NRHP) were identified within the ¾-mile APE for visual effects. Based on our review of the files at the Georgia Historic Preservation Division (GAHPD) and the University of Georgia’s Natural, Archaeological and Historic Resource Geographic Information System (NAHRGIS), we identified two historic resources, Resource 248318/BT-72 and the Southern Railway, that have been determined as potentially eligible for the NRHP within a ¾- mile APE for visual effects.
